Puppy coats are not always an indication of adult coats. Eye shine is more reliable in my experience. A green or blue eye shine in pictures is almost always a silk coat. Orange or red may indicate a soft coat. If as an adult your yorkies is soft and wavy it is probably a soft coat and will mat easily. Silk coats feel cool to the touch. Most puppies will lose the fuzzy coat as the adult coat comes in. Yorkies do not have fur. They have one hair per folicle just like humans. If the coat is dry and straw like try using a more moisturizing shampoo and a leave in conditioner. I have seen pups with thick puppy coats that did not have thick adult coats and viceversa.
