I wondered about this dilema myself when I first got Millie. We did not have a fenced in yard and I did not want her to run away, especially in the middle of night when I could not see her.  So my solution was to put her in pajamas that I had barkingdogs.com make.  they were the basic t-shirt style in t-shirt material and I had her put a leash hook on the shirts.  Every night before bed time, I put Millie's  jammies on and in the middle of the night or early in the morning all I had to do was clip the leash on the hook in the jammies.  During the day, I kept her in her harness.
