To clear up some confusion that this thread might cause, the number of times they breed (tie or not) has absolutely zip to do with the number of puppies. What matters is how many eggs are present, ripen, and are fertilized by viable sperm that are present at the right time. The purpose of multiple breedings is to try to insure that there are viable sperm present at the point that the ovum are capable of being fertilized. That is why you can do fewer breedings if you use progesterone testing or LH surge testing-- because then you have an idea of when ovulation occurs. It is also a good way to have a much more firm whelping date that if you just operate off of the dates of breedings.
