Do you think it is a sign of stress? A sign of boredom? A sign of some other 'condition'?

I ask for a few reasons:

1. I am a relatively new dog person, I have always had cats and even though we have had Wilbur fr almost 1 year I am still learning and
2. Wilbur has been sick since birth, He has a bowel disease which he takes daily meds for. This has been very hard for me in learning to distinguish between normal dog / puppy behavior and what is the result / symptom of his disease and the medicines he takes for it.

Everything he does goes under the microscope and this licking thing seems endless. He will lick for almost an hour.... do your pups do it for this long too? Thank you!
