As soon as the hair is long enough to gather some in a band, go ahead and do it. It will help Penny get used to the feel of a topknot and having her head fussed with. Give her a Kong or a flossie right afterwards to distract her. After she gets used to the feel of a band, you can add a bow.

And to the OP, remember that barrettes can be a choking hazard so if that's what you decide to use, be very careful to supervise your puppy while she is wearing her bow.
