If she is small - this could be reason why the underbite. Be glad it is an underbite than an overbite. Many times underbites will correct themselves as the dog grows. Your vet can check her jaw alignment and let you know what they think. I had a pup once with an underbite when about 5 months and by the time she was 8 months she had a great scissor bite. So do not worry yet.
