That should probably be stopped ASAP before it turns into a habit. Granted, it could be just a puppy stage they are going through but you definitely need to stop it. Jackson has actually never done this (he's 5 mths) so I don't have any first hand experience but what I would do if he did....

I would definitely push him away, do NOT allow that to happen, let him know that you're the boss and you will not allow that kind of behavior. When he starts nipping and growling at pants, push him away and keep saying "no!" When he finally stops, give him a treat for doing the right thing. If that doesn't work - everytime he does it, simply pick him up and lock him in a room/crate/pen/something. Sort of like a 'time out' area. Take him out and if he starts at your pants again, repeat the same thing. Keep repeating until he does the right thing. Behaving properly = freedom & treats!
