I was so sorry to read about Millie.
You can try by looking at the kennel club website. I've been told that to get on the site you just have to tick all of the boxes and I did call one of the breeders myself yesterday and wasn't impressed. So, I'd say treat the breeders with as rigorous an assessment as someone you find in the classifieds. There are no litters in Ireland at the moment, but you can ask the site to notify you when that changes.
I think if you see breeders on there, even if you aren't ready and they are genuine, they can tell you when they plan the next litter and it might be when you may feel more ready. The only thing is that people only appear on here when they have the pups, so it's hard to prospect.
I don't have a personal recommendation in N Ireland, but I'll ask my friends over there if they can point us to somewhere.
