I've never heard of surrogate breeders but I do know that some breeders will lease their dogs to show and breed but the bitch or dog never changes ownership unless that is what is agreed upon. It's my understanding that if a breeder leases one it always comes back home. I could be wrong...I'm sure when one leases they stay on as co-owner so they can be able to sign the registration papers and keep tabs on the bitch or dog.
I personally as a breeder wouldn't lease or take on a lease.
