Therefore, it falls on the owners to accept the responsibility to protect others (people/pets etc.) from harm/death by fencing/etc. appropriately. Yes, a small dog can bite, all dogs can bite..........however, I have yet to hear "A yorkie just mauled a person to death" or "A yorkie just killed a Rottie" and I doubt that you ever will.
