As for the first question: he will not hold his bladder at this age. If
he has to go, he will. So I personally would put potty pads down for him. That way you get him trained to go on them now, instead of on your carpet later. The quicker you get him trained as to what is expected in the house, the better off you will be. I give my older girl free reign and she never disappoints me.
Also if you live in the North, sometimes these guys will not go out in the snow. So training on the potty pad is very helpful.
Secondly, he might not be playing, because he probably is sleeping.
In my house when I go out, all the furkids sleep, and usually the skinkids also , that way when I come home everyone is ready to play.
It sounds like you are really excited about the new addition.
