Things are added to the dangerous list if they are any way toxic to dogs. Garlic is a relative of onions and while they can be toxic in even small quantities, garlic is only toxic in extra large quantities, not the amount found in food. Unfortunately, someone dropped a bottle of garlic powder on the floor and a dog lapped up the whole bottle, and got extremely sick, so because a large amount is toxic it is added to most lists. It's safe in the amount found in food and snacks. Some vets recommend sprinkling it on food to increase the appetite, and garlic has been shown to have many health benefits. So it's ok, just don't drop the bottle, because a dog will eat the whole thing. If this happens see a vet immediately.
