I now stand guard like a condo commando and ask each person if they have their poo baggie and whether they are planning on collecting the small mountain as indicated in the by-laws...hehehehe. It is incredibly annoying to have a dog barking next door, even in the next house! You have to try to fix this and fast. Try saying "NO" when he/she barks in a very firm voice, or shaking a can of pennies, or making another loud obnoxious noise. This way, the dog things "Whenever I bark, that loud noise comes" so they will learn to stop barking when it's not needed.
