Are there some Yorkies that need their ear permanently shaved to keep standing?

I'm asking because I shaved mine at 14 weeks old, taped it overnight and it stood straight up the next morning. Now 4 weeks later (at 18 weeks old), the hair is growing back and I can see the ears starting to fold over a bit.

So does it look like I will need to continue shaving his ears just so that they will stand?
