I would try first exercising the heck out of him so he has less energy to put into barking. Second, pennies in a can worked wonders on Thor. I think a small muzzle is a great idea. You can also use this as a training device. The first time he barks outside, you put it on. He'll probably realize pretty quick that if he stays quiet, no muzzle.
Agree! Worked wonders for Jackson too.
