Omg Yorkie with hair that has never been brushed...

I apologize in advance...I can be long winded.

My little sister brought over her best friend who has a yorkie today. We wanted to introduce out dogs so they could play. Her yorkie is only five months old and I believe she has only had him for about two months. As soon as she brought him in, even before I noticed how completely adorable he was, I noticed he had not been brushed in quite a while. I mentioned it and she said he doesn't like it so she doesn't do it. (insert really big long sigh here......) She is only 17 and a high school drop out so I am not even sure she is responsible enough for this dog.

I tried to get ahold of him to work on his fur but he was so excited to play with my dog I never had more than a few seconds. She was taking him to the vet after she left (for the first time!) so I am hoping they mention it to her too. I told her that I would be willing to take the time to sit and work with him and brush his coat. She didn't sound interested and mentioned she might just get him shaved. We are in Michigan where the weather isn't great, and according to her, he hates clothes. So that is an option I frown upon. Besides, he is too cute.

I stressed that she needs to brush him every day. Is there anything she can do to make it easier to untangle his fur without going so far as to shave him? I know once it gets done maintaining it shouldn't be a problem as long as she follows through. But this seems to be a big hump for her to get over. That has to be uncomfortable for the dog. I felt terrible looking at the shape he was in.
