I think you have to decide that!
We count it if Penny thinks she went on the pad. If we were not headed for the Pet Loo in the future, we would purchase a tray for the pad that would "tell" her she is getting off. I think that is the only way to keep them from going half on and half off or just wandering off and doing it.
We have quit counting until we get the Mini Loo, hopefully next month some time. Right now we are trying to slowly move the pad in the office toward the kitchen so that by next month there will only be one place for her to go.
We made a mistake having two areas we found out. Now she will go where the pad used to be in the office.
So we are going to move it a few inches a day instead of a foot a day toward the kitchen. She is having accidents every day since we started moving the pad around.
