I hope Rocky is feeling better. Have to taken him to the vet? You may want to make sure his water is a little warm, no colder than room terperature. Regarding cough meds, you should probably check with you vet to make sure he is getting the right kind, for him. It doesn't sound, by your description, to be a collapsed trachea. Maybe he has something (fur) in his throat. The pollen here in GA is causing everyone to cough and sneeze.
