OMG!  I was completely stupefied after reading your post!  I have never heard of such a shocking thing in all of my life.  I would definitely take Stormy asap as others have said to another vet.  Also writing everything down as another suggested is a good idea too.  After getting Stormy the care that she needs started; I would contact whatever the agency is called that is the vet equivalent of the medical licensing board and lodge a complaint.  Perhaps, yours is not the first nor only complaint.  I would then consult with an attorney only after you've received a "diagnosis" of Stormy's condition and if the delay in proper treatment has harmed her.  Then, an attorney can probably let you know whether you have a case or not.
In the meantime, you could warn anyone you know with a pet not to use this vet and why.  You could twitter it.  As long as it is factual; it is not slander nor libel.
I cannot believe that someone who became a vet could be so heartless to be both Stormy and yourself.  I wish you all the best with Stormy.
