do your new neighbours seem approachable? I would probably go and introduce myself and welcome them to the area (while actually trying to see what their dog is like!) Maybe if you can kind of get friendly with them,and explain your fears, they will take extra care when they let their dog out.You will always have to be very very careful yourself, but it might help a bit to get the neighbours on your side too.
