Do you see on the blue bar above the threads where it says "USER CP"? Click on that and on the left you'll see EDIT AVATAR (that's the picture to the left). The maximum size on it is as follows:
Note: The maximum size of your custom image is 75 by 75 pixels or 48.8 KB (whichever is smaller).
