Question dew-claw removal vet recommendation?

I have a friend that took her puppy to the vet to have it's tail docked and dew-claws removed and the vet said that it didn't want to remove the dew-claws as they were too fleshy and needed to come back in a day or two to have them removed. What do you suppose this means? I would think that you would want to remove them before they started forming the bone for the claw?

Also, those that do remove your own puppies dew-claws and tails how soon is too soon to do this? Thanks Deb
