Unhappy Distractions when walking Yorkie

Hi-
I have an 11-month old Yorkie that still seems to struggle with walking on his leash. Now that the weather has gotten nicer outside he loves to go for walks, but as soon as he sees another person or dog he thinks he needs to go where they are. I have taken him through 2 10-week training sessions at PetSmart and he does just fine when we're there, but as soon as we are outside the distractions are too much. I have tried where I don't move when he pulls on his leash, but he seems to be just fine sitting there and not moving, just watching everyone. It gets very frustrating sometimes, as he will just lay down and not move if I try to get him to walk in another direction.

I have also tried heal, but again he is just so stubborn and won't move if I'm not going where he wants to. This won't be as big of a problem if there weren't a soccer field and playground right next to our house. It's going to be a long summer if I can't get him to understand that he doesn't have to go up to everyone he sees.

Any help or suggestions would be much appreciated.
