THIS. These are the exact spots Lilly itches... along with her back legs, like where the little thin skin is between her belly and the beginning of her legs. It drives me nuts, I feel soooo bad for her! I bought some Benadryl today but I hate it, ugh. I also keep a tee or PJs on her as it cuts down on the biting/scratching quite a bit.
