My old neighbor had a Beagle, and she did was howl everytime she was outside. Have you considered a Maltese? They are much like Yorkies in that they don't have undercoats, and shed very little like yorkies (so it's considered a "hypo-allergenic" breed), they also will weigh between 4-7 lbs. I have a little female Maltese and a male Yorkie..they get along great.
