I think the pen idea is wonderful and I would either buy the pads that have some smell on them to encourage them to go on them or put some of her urine on them.
We would dab a little of her urine on the pads and she started using them regularly. We also are at home to give her treats for going on the pad, so I don't know what really worked.
I hope the pen works for you. I like the idea of the little one getting more exercise and freedom.
