You are so right. It is hard to find a puppy in rescue. You should contact all of them and let them know what you are looking for. You will be very lucky if a puppy mill in your eria will be shut down. Then you can find a small puppy.
right now, in state, I live, we have so many yorkies for adoption, puppies are probably gone, but young and adults are still available, many of them sooooo cute!!!!
