I am sorry I must disagree. You can train a dog not to bark. First of all little dogs do not want to be tied outside all by themselves. They are scared and it is their only means of protection. The owners need to be trained. Many larger dogs live outside in kennels, yes even in Minnesota. But you cannot expect them to go 24/ 7 without attention. I have had several dogs over the years. There is a time to bark and a time to be quiet.
No one should have to get used to another persons dog barking all day!
