Even my thirteen year old Lady gets at least one good walk everyday. It's not just the physical exercise, but the mental stimulation.
Roxy may not have all her shots yet, but she can exercise in the house. Does she like to play fetch?
The behavior you are describing is typical for a four month old puppy. I hate to tell you, but it will probably even get worse when she is a "teenager" in a few months.
