I have also seen the episode with Cesar and the shepherd chasing it's tail. Hopefully you can find that site and it will help your friend.

I do know someone who owns a poodle who took it to a grooming salon, that let the dogs hang out with each other. Well the poodle came out scared and now it constantly spins... especially when stressed. On walks, to greet, while being groomed. The owner never found out what happened because the groomer didn't see anything.

I've heard it can be neurological ... OCD ... vaccine reactions.

I hope your friend finds some answers.
