I have seen the Cesar Millans show with I think a Shepard chasing it's tail...if I remeber correctly, it's OCD after a while. The walks will help, try using a backpack too...also you mave have to use a leash to break the habit...maybe you should even try "leave it" with him and a treat...his favorite treat.
