Hypoglycemia is NOT normal.
If you notice inappropriate tiredness (like sleepy right after waking up from a nap), loss of coordination, shaking, slow or labored breathing, general weakness, glazed look in eyes, ect. these are all signs that your puppy's bloodsugar level is dangerously low.
Have either Nutrical (a puppy version of orange juice when a diabetic has a low blood sugar episode -- it has lots of sugar and some vitamins) or karo syrup on hand. The Nutrical you can basically put on your finger and rub under the tongue (if the puppy won't lick it himself), the karo syrup you can do the same, or some people mix it with water and use a syringe to get it in the puppy. Keep administering every few minutes until the puppy perks up. If he isn't starting to recover in 5-10 minutes, bring him to the vet.
Hypoglycemia can cause seizures and eventually death in small puppies. So its important to feed them regular meals every 3-4 hours, no longer.
Others might have more detailed info. for you, but that's the basics.
