Thank you for the insights. I will definitely be keeping an eye on the conditions of the dog.

My other concern too is the constant barking. From my experience with the dogs I have had, I know puppies get lonely and they whine and bark. And I know it's also very normal for any dog to bark. But what bothers me about it is that it it outside barking all night. Their backyard is right by my bedroom window and my son's. It was very loud and none of us got much sleep. My son got home from school and is actually napping right now because he was kept up a lot of the night also. I understand the nature of dogs, but I feel I should also be able to sleep in a quiet environment at night. I want to go over and talk to her and ask if she could at least keep the dog inside at night. I will wait until tomorrow though and see if she got any hints from the complaint I filed with the police station.
