I used to care for elderly patients who had this happen. It seems in the video that he only passed a tiny piece, which is a symptom, and the brown fluid that you mentioned is also a symptom. The fluid builds up behind the solid mass in an attempt to "push" it out.
I would be uncomfortable giving anything not advised by a vet, mineral oil or otherwise, if this baby has any kind of intestinal problem, (which it appears so) that could make it worse.

You know now that you mention it...maybe mineral oil is not a wise choice, without a vet's consent. Maybe just a tiny bit of lubrication in the rectum done by a vet...to physically feel for an impaction. I don't know he's so tiny, but there has to be a way to see or feel inside him...
