I hope they at least suggested classes for him and the dog. But he doesn't sound like the type who would go or even pay the fee. We had a lady who walked her great dane down our street and couldn't control it around other dogs or small kids. She always yelled at everyone else like it was their fault. Once the kids came in saying she was swearing at them as she walked by when her dog acted up. I think she knew she struck a nerve with a few parents as she never walked down our street again. I could see her on the next street over through the kitchen window, but she stayed away from here.
