I would call and I would also catch when she is coming in from work and ask her why the puppy is out there and if she feels overwhelmed and maybe made a mistake in getting the baby.
I would for sure still call on her, but I would also confront her on it.
It amazes how people are , I just don't think any dog should stay outside ALL the time, what's the point in getting a dog then
