I understand your concern. I had to call our county Humane Society. We live in the country, but on my bus route I would always see this beautiful German Shepard tied to a stake in the front yard. There was no house for this dog to get out of the elements. I saw it out in an ice storm and in 90 degree heat. Oh there were food and water bowls, but they were knocked over. This dog even dug a huge whole in the yard to get out of the weather. It broke my heart. It didn't help to call the Humane Society, they didn't do anything but check on the dog. I couldn't believe it. These people have since moved. You could go ahead and call your Humane Society and see if they can do any thing to help this situation since it's a puppy. I wish you the best of luck, not only for this puppy, but for yourself.
