My neighbor is renting this house next door to me, and this house is tiny. Well, I guess she decided to get a german shepherd pup! Which is obvious because he hasn't been inside her house since the second night she got him. I guess she realized how much of a mess a big dog can make inside a house. I just don't think she can handle him. So, she has this dog tied up on a short chain outside all the time. (BTW, she works about 10 hours a day and is never home.) And for some reason, the dog is limping on his back leg. Its just a puppy.

Well, last night was awful. It was midnight and later and this dog was outside barking his head off, freaking out. This was getting my two dogs barking, which woke up my husband and my son. Finally, I called the police station to put in a complaint. The policeman tried to knock on their door but nobody is home, so he left.

Now this morning, the dog is still out there, barking. And whenever I take my dogs out to potty, this dog goes nuts and barks and gets mine rowled up. I am so aggravated, and tired. Is this really something I have to deal with?

And besides this, what puppy deserves this treatment? I havent seen it being played with, or walked. It even was stuck outside when we had a mild storm the other night. And his chain is so short. Does that mean it has to potty and then walk in it? Arrgh.
