Hasn't his loss of appetite and loss of energy been going on for quite a while though? I think you've posted about it a few times now, if I remember. If a dog has loss of appetite and lethargy - it needs to see a vet.
Just to give a comparison, we live in the dessert where it gets up to 115 degrees - and though my dogs are not outside during the worst days, they always have loads of energy. So, I'm just not sure that Charlie's issues are just from the heat.
