I am so glad that California does NOT have any Petlands
Petco's and Petsmarts, all have adoption days every weekend inside their stores. they carefully screen perspective new owners. It is a wonderful program. I typically have seen plenty of cats and kittens, with many larger bred dogs .
All of those places keep a small section off kitties up for adoption inside the store too. I go and look at them and they are always very well kept.
