Well she was scared of the bells at the start but I guess I made it worse
I was making her jingle the bells with her paw everytime she went out (even though she didn't want to), but her nail caught in one of the little holes in the bell! It didn't rip or pull, I still had hold of her paw the whole time, but she SCREAMED! I think I will start from scratch and just have the bells laying on the floor so she can sniff at them and get used to them when they're not hanging by the door.
