Occasionally the vaccine may be worth getting but there are very few areas in the country where this is the case. Infection and disease are different and just because dogs are testing positive for lymes doesn't mean they have the disease (get the symptoms, etc.).
There are risks to it like every other vaccine. It is possible that it the vaccine will be linked to kidney disease (see veterinarypartner.com) because of one of the strains in the vaccine I guess.
It really shouldn't even be considered for most dogs so just be careful.
I have also seen reports of the vaccine causing lymes symptoms.
