I think the reason is that if the design were turned around, you wouldn't see the buttons and collar on the chest of the dog. Although, I'm not a fan of the dress pictured, Ruby does have a few dresses designed this way and they are very cute. I think the exception to this would be the little polo style shirts and they are meant to be worn with the buttons at the chest of the dog.
But, it's a good thing there are different designs for different preferences - to each his own.
