could be a few things- could be kennel cough- which to me sounds like your dog is trying to hack something up- kinda like a goose honk.
could be reverse sneezing- which if you were to blow in his nose should stop the noise....
if it is kennel cough- he needs to see a vet and be put on antibiotics.
