Is her hair long enough to require much brushing? If it's really short, I might make that my last battle. I've been following the thread about the humongous puppy mill bust in Washington (those people were disgusting!) I'm sure this little one had more than one bath at the rescue - I would contact them about this & the biting.

What did you name her?
