First, I would like to thank you for choosing to rescue and she will give you so much love and joy.
It is not the shampoo and conditioner that you are using but most likely poor nutrition from her prior situaltion. It might take a while but if she was not well taken care of prior to coming to live with you and was fed a low quality food this would effect how her coat looks. Her coat will improve with better nutrition. What are you currently feeding her?
