hmmm, having 3 chow hounds, so this is not a problem I have. But if he's young still he's probably just not use to being alone when he eats. I'd try moving away after he starts eating. Just a step or two at first and then stand/sit there until he's done. As he gets use to it, just keep moving farther and farther away. I bet he's just a little uncertain of everything still and wants the security of him Momma close by.
