Mine get lumps sometimes that are really old sores from their siblings and Mom playing to rough. They go away in time so it probably nothing to worry about. It up to you but if your vet really thinks its not cancer and you do have a baby not an older dog I would not spend the extra money. I just went through having a mole removed from a rescue cat that came in and I didn't have it biopsied. She is fine and I am sure your bundle of joy will be to. Good luck with the surgery. I would be concerned though about the anesthesia your vet is using. I don't want to scare you but some yorkies just do not do well on certain types of anesthesia. I would find out!
