If you have the pad in front of the balcony door, then you should work on some way she can tell you when she needs to go outside eventually. Maybe you could get her to learn to ring a bell on the balcony door before she goes on the pad, so that she can do that when she needs you to open the door when you move it outside.
I agree about the concern about the puppy getting out or falling off the balcony. I am figuring you have that worked out with some sort of fool proof protection for that.
Now, don't ask me about the bell thing! LOL I have only read that others have done that. You can post a question about that and get those that have trained dogs to ring a bell to help you.
