Bender wasn't fully potty trained at 8 months...in fact, I still have to watch him, even though he's 2 and is good 98% of the time. If I notice him sniffing around I have to ask him where his leash is, and he gets excited and waits to go outside. In my experience, I've had a harder time potty training male dogs, because they are chronic leg lifters

As far as pooping goes, it has gone much easier. The only time Bender refuses to poop outside is when it's raining, and then he goes next to the toilet, so it's not too bad. I wouldn't worry too horribly about him not being fully potty trained, since change of place sometimes affects that as well. You may want to attempt to crate train him, probably the best method, especially if he is just completely confused about where to potty.
